
Ιωάννα Κουλούρη
Ioanna Koulouri is a Lawyer, currently holding the position of Senior Compliance Manager and DPO at DESFA SA.
Her function’s responsibilities include among others the design and monitoring of implementation of the Company’s Compliance Programs, with the aim to develop a robust and viable internal corporate system aligned with international best practices.
Ioanna has been actively engaged with compliance and business ethics during the last three (3) years. Her background is in contracts and procurement and she has served in the Legal Affairs Division of DESFA from 2009, providing legal support in the course of tenders, awards and contracts and representing the company in litigation and arbitration proceedings with contractors.
She has significant experience in government affairs and public administration, having been a legal counsel and public policy advisor for the portfolios of Energy, Infrastructures, Development, Transport and Telecommunications, Labour and Social Affairs; her track record includes among others drafting and pushing several Bills through Parliament (eg involving licensing procedures, market regulation, electronic tenders, renewables, electric vehicles, violence and harassment in the workplace).
She has also acted as full-time member of the Board of the Hellenic Single Public Procurement Authority (HSPPA) at the early stages of establishment of the Authority, took part in several expert Committees on the reform of public procurement in Greece and the transposition of the relevant EU Directives and represented HSPPA throughout negotiations with EU officials.
Ioanna holds an LL.M. in Contracts and Public Works from the University of Strasbourg. Prior to her career in DESFA she was a Lawyer in private practice, working as an associate in legal firms of Athens specialized in administrative and criminal law.
